GAIP pilots germination index insurance for smallholder farmers in northern Ghana

The Ghana Agricultural Insurance Pool (GAIP), which operates under the Ghana Insurers Association, has begun piloting a Germination Index Insurance (GII) product for smallholder farmers in the Upper West and Northern regions, the Ghana News Agency reported on 9 June 2026.

The cover pays out on a rainfall index rather than an assessment of each farm. According to the GNA report, rainfall is tracked for 21 to 25 days after planting using weather stations operated by the Ghana Meteorological Agency (GMet) and the Trans-African Hydro-Meteorological Observatory (TAHMO), together with satellite data. If seed fails to germinate in that window because of too little or too much rain, a claim is triggered. Dr Kingsley Kwesi Kwabahson, CEO of the Ghana Insurers Association and acting General Manager of GAIP, said that in that case "the insurance is triggered and compensation is paid."

More than 2,000 farmers in 29 communities have been introduced to index insurance, and 160 farmers in five communities had enrolled at the time of the June report, which said early rains disrupted the first registration round. Farmers are registered digitally on Farmerline's MERGDATA platform and receive risk assessments and training on seed selection before planting.

About 10 insurers have formed a consortium to underwrite the risk and pay claims. Graphic Online, reporting on the pilot on 7 October 2026, named Unique, Enterprise, Hollard, Vanguard, Star, Prime and Sanlam Alliance among them. The project forms part of the TEMBO Africa Project, with partners including Delft University of Technology, the University for Development Studies in Tamale, TAHMO, Farmerline Ghana and GMet.

The product is designed to scale nationwide, with the Upper West, Northern, Savannah and North East regions as the initial targets.
