NHIA inaugurates first Adjudication Committee to settle NHIS disputes under Act 852

The National Health Insurance Authority (NHIA) inaugurated its first Adjudication Committee on Monday, 26 October 2026, at its head office in Accra. The committee is set up under Section 106 of the National Health Insurance Act, 2012 (Act 852), and will hear disputes that arise under the National Health Insurance Scheme (NHIS).
According to Rainbow Radio Online, the committee is the first time the dispute-resolution framework written into Act 852 has been put into practice since the law was passed more than ten years ago. Its remit covers complaints about members' benefits and entitlements, the processing of claims, and decisions to grant or withhold accreditation from healthcare providers.
The chairman of the NHIA Governing Board, Lawrence Nii Okantey Adjetey, performed the inauguration and thanked the Minister for Health, Kwabena Mintah Akandoh, for constituting the committee. He told members to keep proceedings confidential, to avoid conflicts of interest and to act "without fear or favour".

The panel members included the underlisted members and the body each represents:
Justice Abdul Yusif Asibey, retired Superior Court judge (chairman)
Dr Alex Peasah Koduah, Medical and Dental Council
Professor Vida Yakong, Health Facilities Regulatory Agency
Joyce Adu, Institute of Chartered Accountants
Samuel Antwi Kwakwa, Pharmacy Council
Nelly Bernice Wallace, Department of Social Welfare
Sophia Gifty Wiredu, Nurses and Midwives Council
Dr Senanu Kwesi Djokoto, NHIA Deputy Chief Executive (Operations)
The NHIA Chief Executive, Dr Victor Asare Bampoe, was represented by Raphael Segkpeb, Deputy Chief Executive for Human Resources and Administration. Management made three commitments: to give the committee records, information and officers promptly and in full; to respect its decisions and carry them out without delay; and to make sure no NHIA officer tries to influence a case before it. Justice Asibey accepted the appointment and promised decisions that are legally sound and impartial.
The committee gives NHIS members and accredited providers a body, created by statute, to which disputes with the scheme can be taken. Until this inauguration, that part of Act 852 had not been used. Its remit includes claims processing, which healthcare providers have raised with the NHIA in recent months over payments delayed by the change of hospital information systems.
